The 1902 Report of the Senate Park Commission, also known as the McMillan Commission
This digital version of the Senate Park Commission Report (1902) is provided by the National Coalition to Save Our Mall in dedication to our friend and advisor, Charles H. Atherton, FAIA, who, as Secretary of the Commission of Fine Arts,* devoted four decades to upholding the L'Enfant Plan and the McMillan Commission's vision for the National Mall and the City of Washington.

Park enthusiasts, historians, and planners in Washington, D.C., often invoke the great and expansive vision of the McMillan Plan of 1901-1902. But few have actually read the report and studied the maps that are the conceptual underpinnings of today's National Mall and Washington, D.C.'s park system. The Report is in the public domain. Please feel free to download it in its entirety, including the Report, Appendices, and Maps.
